The asset
Native currency of the Polkadot network (a network of blockchains linked to a central chain, nominated proof of stake) Issuer: No single issuer: the MiCA white paper names the Web3 Foundation (a Swiss foundation); the network was designed by Gavin Wood, co-founder of Parity Technologies, and launched in May 2020.
DOT is used to vote in network governance, to stake in order to secure the network and earn rewards, and to buy computing time (Coretime) and blockchain identifiers. The supply has been capped at 2.1 billion DOT since referendum 1710; the issuance of new DOT decreases every two years starting March 14, 2026.

- No fraud or manipulation : met. The 100 largest wallets held about 77% of circulating DOT at the time of Grayscale's filing (August 29, 2025), a share that probably includes exchanges and contracts, not broken down. In 2022, the Web3 Foundation announced, after three years of discussions with the SEC, that DOT, originally sold as a security, no longer is one; no SEC decision was found. No sanction targeting the project was found, but I-SCAN could not be read. Halal Bourse rule (October 6, 2026): holder concentration, an accusation that went nowhere or an abandoned complaint are information, not established fraud; the condition is treated as met as long as no sanction or deception of buyers is found.

T1. DOT is the native currency of an open general-purpose network: holders vote on governance and can propose protocol changes. In practice, a caveat: heavy holder concentration (see c6). No share of an issuer's impermissible income is published: case T2 cannot be quantified.

- I-SCAN (IOSCO): anti-bot check (HTTP 403), not read or bypassed; the absence of a regulator alert targeting Polkadot is not established.
- Concentration: a single figure (77% for 100 wallets, August 29, 2025), with no breakdown of the share held by exchanges, foundations and contracts; Subscan requires an API key. Holdings of the Web3 Foundation and Parity: not obtained from a primary source.
- Web3 Foundation's discussions with the SEC: only the foundation's press release (2022, more than eighteen months old) was read; the Forbes article on this subject is inaccessible (HTTP 403) and no written SEC position was found.
- ESMA's MiCA register not read (status based on LCX's statement); DOT's status on licensed platforms in France not verified. White paper written by a third-party platform (LCX), with a version and date inconsistent between its first page (v1.1, June 2025) and its footers (v2.0).
- Hyperbridge incident: read only on Wikipedia; circulating DOT figures differ from one source to another; documentation pages undated (date of access indicated).
- Religious opinions: Sharlife shows DOT's status as “Locked” (subscribers only, last screening Q1 2024), so not recorded; the Islamic Finance Guru article dates from September 2023, more than eighteen months ago.
