Is Internet Computer (ICP) halal?

The asset
Native currency of the Internet Computer network (on-chain application hosting infrastructure, governed by the Network Nervous System) Issuer: DFINITY Foundation, a Swiss non-profit foundation conceived in 2016 and founded by Dominic Williams; network launched on May 10, 2021; the 2023 SEC complaint counts 469 million ICP created at launch.
ICP converts into “cycles,” the fuel for applications hosted on the network (1 XDR of ICP yields 1 trillion cycles, consumed as used), is locked into “neurons” to vote, and is used to pay node providers. The supply is not capped: the protocol creates new ICP for voting and node rewards, and the organization describes cycle consumption as a deflationary pressure on supply.

- No riba : met. Holding ICP pays nothing in itself. Voting rewards go to neurons (locked ICP) and node rewards go to hardware providers; they are created by the protocol, with no lending. Locking in neurons is covered in autres_constats.

- No gambling : met. A spot purchase covers a network's native token, convertible into cycles and used as a currency; it is not a contract on a price difference. The 2023 SEC complaint against Coinbase listed ICP among the alleged securities; the action was dropped in 2025 (see c6). ICP does not appear in the list of examples of “digital commodities” in the SEC-CFTC interpretation of March 17, 2026 (non-exhaustive list).

- No excessive gharar : met. The conversion mechanism, the rewards and the governance are documented; the initial issuance (469 million ICP) and its allocation are documented here only by the SEC complaint (allegations). DFINITY, an identified Swiss organization, had a founding role; protocol decisions go through neuron voting. No anonymous party controlling issuance, the treasury or the keys was found; DFINITY's current weight in the vote could not be read (see gaps).

- Real ownership : met. ICP is held in a personal wallet (hardware, mobile or NNS interface) and is withdrawn from a neuron after the dissolve delay. The choice of purchase platform was not studied.

- No fraud or manipulation : met. No decision finds deception toward ICP buyers. The two 2021 class actions (insiders, sale of unregistered securities) ended in DFINITY's favor: summary judgment in California (February 10, 2025) and a federal judgment against the plaintiffs (April 9, 2025), after dismissal on statute-of-limitations grounds. The SEC named ICP among alleged financial securities in 2023 and dropped the action against Coinbase in 2025, “not on any assessment of the merits”. The AMF blacklist returns no result.

What could not be verified
- I-SCAN (IOSCO): searches for ICP, Internet Computer and DFINITY return a page with no results table; the absence of an explicit message could not be quoted.
- DFINITY Foundation's weight in the NNS vote and the share of ICP it holds: the DFINITY forum denied access (403); no figure is used.
- Implementation and current parameters of “Mission 70” (inflation): reported by a third-party source (PANews, January 2026), not confirmed by a DFINITY document.
- Initial allocation: only the SEC complaint (allegations) was read, no DFINITY document. Treasury of the DFINITY Foundation and protocol upgrade keys: not read.
- Developments after the 2025 judgments (possible appeal by Ocampo or Valenti): not verified; the source for the Ocampo summary judgment is the firm that defended Dfinity, and no court record was read.
- Sharlife: the ICP page is locked (subscription), no readable opinion.
