The asset
stablecoin Issuer: Tether International, S.A. de C.V. (El Salvador; formerly Tether International Limited, British Virgin Islands).
Digital token launched in 2014, pegged to the US dollar at 1 USDT for 1 USD and backed by the issuer's reserves. About 184 billion tokens are in circulation as of October 2, 2026, mostly on the Tron and Ethereum blockchains.
Why this verdict
- Permissible purpose : met. USDT is used to pay, settle and store value in dollars on several blockchains; no main use for gambling, interest-bearing lending or impermissible content is found for the token itself (the issuer's investment of the reserves is addressed in c2).

The share of interest in the issuer's revenue is not published as a percentage.

What could not be verified
- KPMG audit report and audited 2025 financial statements: not found published. The list of reports on Tether's transparency page (read on October 3, 2026) contains only the ISAE 3000R reports; the unqualified opinion is known only from Tether's press release of August 13, 2026 and from the confirmation by a KPMG spokesperson reported by CoinDesk.
- Reserves report as of September 30, 2026: not yet published at the date of the search; the latest report read is dated June 30, 2026.
- Share of interest in the issuer's revenue: not published as a percentage. Rates and counterparties of the secured loans ($13.45 billion) and content of the “other investments” ($5.24 billion): not published in the report.
- The percentage shares of the reserves (61.2%, 13.6%, 7.2%) and the sum of the top ten Tron addresses are calculations made from the published amounts, not figures quoted as is. In the quotations of lines from the reserves table, the footnote references are omitted.
- Concentration of holders on Ethereum: the Etherscan top holders page is protected by an anti-bot check, not bypassed. The Tron address labels (“Tether Treasury”, “Binance-Hot 7”) come from Tronscan and were not cross-checked.
- Official Binance and Coinbase announcements on the removal of USDT in Europe: sites protected by an anti-bot check, not bypassed; the Binance removal is taken from The Block, the Coinbase one was not verified and is not retained.
- The Block: direct reading refused (error 403); the three quotations from this site were retrieved with the page-reading tool, consistent across two reads, without direct verification of the text.
- AMF: no publication naming USDT or Tether, nor any AMF position of its own on stablecoins not compliant with MiCA, was found on its site; only the ESMA statement was read.
